The 2nd generation Harry Leary underwent a leverage change to the rear dropouts sometime in later 1982, you can read more on that

At this point the Leary was still relatively new and there is no evidence as yet to say when the 890's were updated with weinmann adjusters, and also when the Tech III lever was introduced. With this in mind and with the picture not being conclusive there looks to be adjusters on the front and the rear, but these are not standard 890s and using an unusual quick release mechanism which Harry himself used.
The original 1982 marketing brochure shows pre-bents, yet in early 1983 this seems to suggest tech III.
