We started to see the introduction of the small gussett non looptail with the Formula One, this bike has high end components and was manufactured by Koizumi, it also shared a new style brake bridge shared with the Harry Leary (small gussett). Notice the 1st gen decals in Red/Black.
A simple way to identify the frame was noting the square tubed rear brake bridge and the slotted rear bottom braket brace.
Re: What bars ?
See here for a list of some Bars produced but I've seen in excess of 27 (I've a set on my Senior). Also, it could be that the ends are the originals, just worn which could give the appearence of size...
